
A Sh33.9 million tender by the National Housing Corporation (NHC) for a Building Information Modeling (BIM) system has been cancelled by the Public Procurement Administrative Review Board (PPARB) over irregularities in the evaluation process.
The tender, awarded to Hi-CAD Africa Limited, was challenged by ADCC International East Africa Limited, which argued it was unfairly disqualified based on reasons not outlined in the initial bid criteria.
The PPARB found merit in the complaint, ruling that NHC’s evaluation panel strayed from the tender rules and ordered a re-evaluation of ADCC’s bid from the technical stage.
The ruling confirms persistent flaws in Kenya’s procurement system, raising red flags over transparency and fairness in the government’s affordable housing agenda.
